How do I get good concert tickets??

Are Miley Cyrus, The Jonas Brothers, or Carrie Underwood going to be touring in February or March?? Around Pittsburgh, or Ohio?? And where can I get tickets?? I want them in good seats, so I want to get them ASAP.
