How do I get into the 8th Gym in Pokemon Sapphire Version?

Ok i've got all my other badges but i still can't get into the 8th gym (it says it is closed). Does anyone know how to open it back up?

it is closed because u have to do the thing with team aqua and team  magma first.

after that u will be able to challenge wallace the last gym leader.talk to steven stone for more info.

First, you have to find Kyogre in the submarine cave ( the place where Archie hid the submarine when he stole it ) then see Kyogre there. When it's like raining or something ( mine was sunny because I got groudon ) go to Sootopolis, to the cave of origin, capture or kill Kyogre, then talk to the guy outside. Now, just surf to the gym and you can battle him now. Hope this helped xD

You have to go the cave where you battle legendary pokemon it sootopolis and then fight or catch it. after that the gym opens its hard to get across the floor though
