How do I get into the harbor inn? (pokemon Diamond)?

I HAVE THE MEMBERSHIP PASS, I have also the nationdex, I also didnt get my pass from an action replay i got it from an acctual event. I ried going in the morning around 7-8 as someone suggested. But I still cant get into the inn, what am I doing wrong?
