What are the qualifications needed to be what I have heard refered to as a "well-watcher?"

Some of the major drilling companies provide entry level positions which are great for getting your foot in the door. A great position for you would be a MWD position which consists of using a laptop to run a measuring device. Most companies that provide drilling contract this work out to agencies who specialize in this aspect of the industry.
