  1. You don't say where you currently live. If it is in Vn, then you or your parents would go to the bureau of vital statistics in the province where you were born.

    If you are are living outside of Vn, you need to contact either the Viet consulate or embassy.

    If you have family still living in Vn, they can try to obtain your birth certificate for you. A few well placed dollars go a long way over here.
