how do i get a photo to be particially b&w and partially colored?

i have photoshop :]

in photoshop, open image, duplicate layer, desaturate layer, erase items,

also open image, desaturate to grayscale, make new blank layer, color items with color, adjust layer options with transparency and overlay,

It's all in the layers. Create a layer from the background. Go to effects and turn that layer black and white. Then Choose your eraser and erase the part that you want in color. You are actually erasing the black and white layer in parts and the color layer below is showing through. All you have to do now is go to layer, flatten image, and youre done just save it as whatever file type you like and voila ^_^
