How do I get my picture to be all black and white except for everything that is blue?

I've seen my friends with a Canon camera do it but I don't have that kind of camera. How can I do it online?

If you don't have a Canon camera you'll have to do it in post-processing. Unfortunately I doubt any online programs have the ability to do such a thing. If you're going to do it on a computer you'll need a powerful editing program like Photoshop that allows you to separate color channels.
