How do I get my title?

i recently bought a car from an individual and he gave me an original open title and when i took it to get registered and tagged they told me that they had a hold on the title that it had to have a salvaged title and that the person i got it from would have to apply for the salvaged title and now i cant get a tag until he gets the salvaged title i have a signed receipt i tried to call the guy several times and he wont answer and does not return my phone calls what should i do?

Return the car and get your money back.  He knew the car had a salvage title, and failed to disclose it.  If he refuses to take it back or refund your money, take him to small claims court.
