How do I get out of PERMANET MUTE on runescape?

I have recently gotton muted permanelty and wanted to know is there any way to get out of it? I have been told sometimes the mute just goes away but I don't trust that. I was also told to email jagex about what happend and I don't know what their email is so can you help me? OH AND I'M VERY PISSED BECAUSE I JUST GOT A MONTH MEMBERSHIP. but if there is CERTANLY NO WAY TO GET OUT OF IT then can I have a free runescape account like level 60? please.
