How do I get someones account suspended who continuously bypasses the block I have placed on them??

Question

This person has multiple accounts and continues to use other accounts to view my questions, and then logs into her other account before she presses the submit button. This occurs in the NASCAR section. What can I do to insure that she stays blocked in order to keep her from bashing me in her answers??
