If you already have at least a Bachelor's Degree, go to a school district that has a shortage of special ed teachers and apply for a job. Often the district will fund your coursework while you are teaching or if they don't you will at least be making a good enough wage to pay tuition.

California often has shortages of special ed teachers, particularly in urban areas.

If you don't have a degree already, you can go to a college's financial aide office and apply for the Pell Grant, which will pay for college.

Um...nope, there isn't any, sorry. The only training for special ed. is in a classroom, first college and then in a real classroom.

The best training you can get is in the classroom. Go to a local university, it's such a broad career. I am currently getting my Masters in ESE and believe me I am happy that I did not do it on line. Aside from working with th children you must understand the laws that protect them. Also you need the practical experience of how to deal with ESE students. Some states actually provide funding to some universities for a free Masters or Bachelors in ESE. So do some research and take my advice (get into a classroom).
