How do I get this bar on youtube?

I am trying to figure out how to get the image that you can upload that goes above the subscribe button..

I know a few accounts that have it, like iJustine's and Davedays. Anyone know how?

you have to be a youtube partner

you can apply at youtube.com/partner

of course the criteria is pretty hard!
