  1. I'm assuming you've ripped all the files to your PC i.e. you've got the .vob and .ifo files - you should be able to burn a new DVD (not CD!) with Ashampoo-Burning-Studio-Free.  I don't know whether your original DVD is PAL or NTSC, but someone's going to need a dual standard TV.  They're common in the UK, but I don't know about Canada.

  2. you have a lot of issues to deal with. first not all DVD players can handle VCDs. VCDs use MPEG1 which is different from MPEG2 used on DVD movies. But lets say they can. Next Canada and UK have totally different video systems. Canada has 30 fps NTSC and UK uses 25 fps PAL.  However since the source is miniDVD, i am assuming that the program length is under 20 minutes. That being the case, you should be able to fit 2 files on the VCD, one in NTSC and another in PAL.  Since the miniDVD is mpeg2 compressed, any decent software should be able to change frame rate easily between systems since most of the frames are interpolated anyway. Next your computer needs software to generate the appropriate mpeg1 files and a burner that understands generation of VCD recordings.

  3. There are 3 types of files on miniDvD disc=>.vob, .ifo & .bup. IFO is an index file containing navigational info, i.e., where a video chapter begins & where audio & subtitle streams exist w/in the movie (VOB) file. Only the video.vob file is used for editing - convert if not supported. Raw video wud be too long and wud prove too boring for the audience's short span, so it wud be best to edit these video files before burning to full size DVD.

    >>> Import VOB files (mpeg2) directly using  Power Director  http://video-editing-software-review.top...

    Or use .FREE.  Windows movie maker (entry-level editor bundled w/ XP or Vista)

    Unfortunately, .vob is not supported by wmmaker.

    Convert video.vob files to avi or wmv first before import to editing app.

    =>Try Prism or Kates (free video converter)

    - google, download & open app

    - set supported output format/resolution (avi; wmv) & pc folder destination

    - insert  FINALIZED  DvD disc to pc drive

    - add video.vob files from DvD folder/Video_TS

    - click convert...converted files are saved to set pc folder

    - import converted files to wmm

    for starters, free Windows Movie Maker* (Vista/wmm6 & XP/wmm2) provides simple & easy way to learn the ropes < click help for details>

    video editing process- Vista/wmm6

          >>> open wmm- start/all programs/wmm->TASK pane

    1. Import converted video files** - also import music as u wish

    2. Edit- drag/drop video files->timeline & enhance w/effects, transition, music & titles

    3. Publish (render)- save Movie (OK for youTube), also, save Project.msmmw file

          >>> Share=>auto-shifts to WindowsDvD authoring app-In options, SET Dvd to PAL >burn to DvD (FOR UK);

    >>> then go back & reset DVD to NTSC >and burn to DvD (FOR CANADA)

    Similarly: XP/wmm2- Capture/Edit/Finish- DvD authoring app, e.g.,DvD Flick or Nero
