How do I give a non-administrator user access to properly stop their USB drive?

The limited user account has access to use a USB drive, it just says "Operation cancelled due to restrictions in effect on computer. Please contact system administrator." when they want to unmount it. I have tried Googling the answer.

You need to assign permission to the users group to "Devices: Allowed to format and eject removable media"

This is done through either:

gpedit.msc - group policy snap in

mmc - add the security templates add-in

In the security templates add-in, it will be under "Security Options". don't currently have XP available, so can't advise navigation.
