How do I go about finding the last will and testament of my late brother in Ireland?

If probate has been taken out on the willl it will be a public document and a copy can be obtained from the Probate Office where your brother resided.  The main Probate Office in Dublin is at 15/24 Phoenix Street North, Smithfield, Dublin 7. There are fourteen District Probate Registries located outside Dublin, a list of these can be found at the site below.
