You don't say what country you are in, so one must assume you are in the United States.  The process in similar in most countries.

In the United States they are called "certificates" rather than "licenses."  A pilot is called an "airman," even if female.

Follow these steps to secure the US Private Airman Certificate:

1.  Look up "Flight Instruction" in the yellow pages.  Find the nearest airport where flight instruction is offered.

2.  Go there and find the operation you saw in the Yellow Pages.

3.  Go in and talk to the person behind the counter.  You can line up an introductory flight, and talk to a flight instructor who will fill you in on the details and help you decide what approach to training best suits your schedule and budget.

They will sell you some books and a couple of neat "pilot gadgets."

4.  Get your 3rd Class Medical certificate as soon as you can.  That also serves as your Student Pilot Certificate.  Your instructor can give you a list of local doctors qualified to issue the medical certificate.  You must be 16 years old to become a Student Pilot.

5.  Go do it.  Follow your instructor's guidance, and expect to invest a year and $5,000 to $9,000 US.
