  1. I assume you do not mean that you want a US passport, for which you first need to become a citizen.

You might be a Thai citizen, a Vietnamese citizen, or both.  Unless you have lost your Vietnamese nationality (which doesn't appear to be likely) you are a Vietnamese citizen. Vietnam does not recognize dual citizenship though:

"The State of the Socialist Republic of Vietnam recognizes

Vietnamese citizens as having only one nationality:

    Vietnamese.

Any child born to parents who are Vietnamese citizens

shall hold Vietnamese nationality regardless of whether that

child was born inside or outside the territory of Vietnam."

I don't think you have Thai nationality because Thailand's nationality law appears to exclude a child born in Thailand of foreign parents who were temporary visitors rather than residents.  But I'm not entirely sure so you should at the least check with the Thai embassy to see. Just because your parents were only there a short time does not mean that they weren't residents for this purpose...like I said, check with the Embassy.

When you entered the US you had to have some passport, and realistically that's the nationality on your permanent residence paperwork as well.

In any case, if you need to renew a passport, or get an initial passport, you would contact the embassy of that country. The requirements for getting a passport, the fees, and the length of time will vary from nation to nation.

    The Vietnamese embassy is at

    http://www.vietnamembassy-usa.org/

There is a passport page there but it's in vietnamese...

    Embassy of Vietnam

    1233 20th St NW, Suite 400 - Washington, DC 20036 - tel. 202.861.0737 - fax 202.861.0917

    info@vietnamembassy.us - consular@vietnamembassy.us

The Thai embassy is at  http://www.thaiembdc.org/ and choose consular services.

  2. You are vietnamese. What passport did you use to enter the US? You just renew that. If none, (?) contact Vietnamese Embassy.

  3. If you are a Thai national, then contact the Royal Embassy of Thailand, Washington, DC, Consular Section to apply for a passport.  Wait times vary based on work flow and personal  circumstances.

See the following site for complete information:
