How do I go from curly to wavy?

Permanantly.

Do i get a perm or relaxed or what?

I have really curly hair, and i just want a soft wave.

Um well you could give yourself a hot oil treatment at home, or go to the salon and get it relaxed :)

I don't think there is a perm that makes your hair wavy.

But what works really well is braiding your hair in a lot of braids and sleeping with it like that, then taking them out.  

That kindda takes a long time though.

Crimping Irons work well too.
