Turn your soil and plant your seeds or bulbs. Then lay a piece of chicken wire over the ground before topping with soil.  

You can also put in a low fence of rabbit wire painted green. Sink the wire down approx. 12 inchs into the ground to keep them from burrowing into the garden area.

I know they can be a pest, but remember any poison you use can be dangerous to not only them but other animals and humans.
