  2. The "+" symbol "represents" the IDD code (International Direct Dialing code).  44 is the country code for United Kingdom.

    If you are dialing long distance "within" UK, then you only dial 44 first.

    But, if you are dialing UK from "outside" the UK from another country, then you need to dial the IDD first.  The "+" symbol indicates that you only dial the IDD if calling from another country.  

    The + symbol is only an indicator that implies "optional" dialing codes may be required (such as the IDD)

    For example, if you are dialing UK from USA or Canada, then you would replace the +44 with 01144.  "011" is the IDD for International dialing access when dialing international numbers from USA/Canada.

    If you were calling UK from Italy, then the + symbol is replaced with "00", which is the IDD when dialing international numbers from Italy.  In this case, you would dial 0044 instead of 01144 to call to the UK.

    this is the UK's international pre-fix code, I think most mobiles will understand just 44, but I always put in 0044, then on mobile phone nubers, you omit the first zero.
