How do I kill a sumach tree stump?

Question

I chopped it down two years ago and it came back with a vengeance. It's right against the foundation so I want it out! It's impossible to get a stump chopper in this space and forget manoeuvering a shovel. I've found the main roots and have cut them off in the ground. We have a bylaw agains using products such as Roundup. Any suggestions?

Can you paint the stump with Roundup or Garlon, no spraying involved?  Anyway, here's a site that deals with your subject.  It says that repeated cutting will eventually kill it.
