How do I know if my Feebas is Maxed in Beauty?

I want it to evolve,its only level 20 and the Sheen has all the stars in it(Its full) does that mean its maxed?

yeah sometimes it wont evolve cuz i got a feebass and i never got a milotic

Show it to the guy in pastoria city in the house near the east route. If he gives you a blue scarf then it's enough. Max sheen you can't give it anyt more poffins.

Edit: Then it's not high enough. Try again. This time try using bluk, wiki or pamtre berries. Try a combination as it raises the sheen at a slower rate when diversifying berries used.
