How do I locate someone who damaged my car if there tag isn't registered

I'm at home looking out of my window and ask this girl sitting on my car to please get off and she jumps off and kick the tail light out, on my way down she was pulling off and I only got her plates, but they are not showing up in city halls computer.

the plate had to be issued to someone at one time.

Dust your car for fingerprints.

Run 'em through all known government databases.

She'll come up if she's ever been arrested, adopted a child, or applied for a liquor license in any state.

But, if you fix the car, I bet she won't be able to resist coming back to do it again...set up a motion-activated spycam.
