How do I make a good diagnostic test? Or where can I find one?

I do math tutoring, and I was wondering what the best way to find out the level of the students abilities are?

The students I tutor range from Algrebra I to trigonometry.

Is there a place I can find good diagnostic tests, or any tips on how to make an affective diagnostic test!

and their algebra books - there maybe a cummulative test u can use as a diagnostic
