How do I make a slideshow graphic?

I would like to make a graphic to send in an email that would start as one photo, then change to a new photo, and from there, change into two more photos, and then change back to the first photo in a continuous loop. What software would I use to do this?

Make the photos you want to use the same size.  Put them in order you want them to appear, then use this free online graphics editor and the Animation tools.  You can set the timing between images.
