How do I make an image of someone look like the EA sports covers for the 09 season?

All the covers for the 09 season the players have a look to them like they are shadowed weird or almost cartoonish. I have seen other people be able to do it, but I want to know how. I have Photoshop cs3 for mac. Here is an example
