How do I make an interactive map of the USA using flash? for free?

I am trying to find a tutorial or anything that will teach me how to create an interactive map of the United States in Flash. I can't find any help! Everyone is selling the maps but there is nothing explaining how to create them...Does anyone know? Thanks!

I'm not sure how detail/scope of the map you plan to make, but basically you need to use action script and a lot of movieclips to put together one.

The actionscript is mainly for interactive, and the movieclips say for each state you have 1 movieclip with a transparent background then you can put them edge to edge on a outline.
