If you are having post paid connection,

First of all you will have to subscribe for ISD dailling

For which the deposit is around 3000 Rs.

Then dial as suggested.

For prepaid connection, you can directly dial

00(country code)+area code+phone number (for land line)

00(area code)+phone no (for mobiles)
