those r gif type pics, you need a gif creater program and you need ot make each frame of movment seperate.  it goes together like a flip book

use a gif animator and just sprinkle some gliter about in seperate frames. Search google for a free one, you'll find one somewhere.

you can do it with adobe photoshop and imageready.

The animated part has to be done in Imageready. but you first need to use the "noise" rendering in Photoshop.
