  1. Sound can leak through anything. And the most popular place sound can escape through is the foundation. You see, walls are usually set ON the foundation making a tiny little slit for sound to come through underneath the wall. Although, the only way I know of to make a sound proof room is by building the wall on the ground without foundation. Forcing the sound to travel down into the foundation under the wall and back up the other side, which is very unlikely. But the only way you can do that is by having the wall either concrete or some other material besides wood, or else you have a MAJOR termite and strusture problem.

  2. They make soundproof foam sheets they use like at recording studios. It is easy to apply. Unfortunately I do not know where to purchase it. My hubby plays guitar and years ago we soundproofed his music room which helped tremendously, however it didn't block all the sound

  3. Complain about the bass noise to your landlord. If that doesn't do any good, then complain about the noise to the Police.

If that still does no good, then look for a quieter place to live.  Apartments are inherently noisy, due to the close proximity of your neighbor (1 wall away).
