How do I make my own apartment on the sims 2 apartments?

I just bought the game I think.... Thursday. And if you add an apartment to Pleasentveiw it says you have to buy it. Can I still use it as an apartment? And how do I create my own?

build the apartment how ever u want it on a residential lot then when you're done press ctrl+shift+c and type changelotzoning apartmentbase inthe white box and there you go.
