With graphic programs such as photoshop, fireworks, paint shop pro and (free) GIMP. If you mean literally "flashy", you'll need some animation software like animation shop 3, image ready or unlead gif animator.

You can also upload pictures to certain websites such as blingee.com or photobucket.com and use the editors provided in order to animate your image.
