How do I make tutus that have the sequins and pom poms inside? I am at a lost, lol...HELP?

You have to have the fabric twice as wide as the tutu, so that you can put the things on the inside, fold the fabric in half and then use it as if it was a single layer fabric with the fold going to the outside.  I hope I understood the question correctly, because I have not seen this technique on a tutu, but I have in a child's dress.
