  1. Maybe you can find a video editing program that will make video look more filmatic, but you may find it will cost you more than a new camera

The reason you cannot get good resolution when freeze framing a video from a P&S camera has more to do with the intrinsic quality of the video file.  Expecting much from a single frame at a 640x480 is only going to give you more grief.

For shooting still images, shoot at your cameras highest resolution ... and remember that the video feature on your camera is only a feature ... not meant to produce quality videos.  For quality video, you will be looking at a $3000 broadcast quality three sensor video camera

  2. Several software folks make plug ins to emulate film

    Alien Skins makes one that can ( somewhat ) give the look of Portra®, Velvia®, Kodachrome®, Polaroid®, and TRI-X®. ,Agfa® Scala®, GAF® 500, and Kodak® EES.

DxO labs makes DxO FilmPack that claims over 20 classic film types

Nik software Color Efex Pro 3.0 does some film effects

And I am sure there are more. In photoshop or elements you can add grain and change saturation and tone to get closer to a specific film look I don't know video at all so I am unsure how you could work these into your freeze frame video work
