First of all, Dont smoke rocks! You will regret it.

So you apply the heat of the torch slowly at first a little at a time while turning the glass until it is saturated by heat and becomes mailable , now while still applying heat grab the hot semi melted end with a pair of pliers. continue to heat the glass and slowly twist closed the end of the pipe and pull away the end bit of the glass. There, you should have a shoddy test tube. now continue to heat the glass more on one side than another apply air pressure to the inside of the pipe until a bubble forms and bursts. DO NOT SUCK IN!!!!!!

Now you have a perfectly serviceable dope pipe. If you intend to smoke perhaps herbal blends or say tobacco press the end of the pipe where the hole is inward to form a bowl.

This is assuming that you are not talking about one of those big heavy pot pipes, that would be impossible to fix without complete reforming in a glass kiln.
