How do I obtain a CDL Class A in Virginia?

My uncle speaks spanish and a little bit of english, has been a taxi driver all life long, and he's 40 years old. He wants to drive trucks now, but needs his CDL. What's the process to follow, and who would hire someone without experience in trucks?
