You may be able to get the information from the library or the Chamber of Commerse.

Such a list is a valuable commodity, and those who have such a list or database are unlikely to simply make it available to others free of cost. One of the best ways in which you can find out who are active developers in Ontario is by researching new developments in the province, both for retail, and industrial, and using various tools to find out who is behind the development. Once you do this, you should be able to compile a list of active developers.

While you could do a 'yellow pages' search for a list, it will be highly undependable, and likely not worth your time.
