How do I open my pool's inline chlorine dispenser?

The Black Lid on the dispenser (in the pool house), says to turn off the pump (I turned of the pump with a light switch), and turn to open, but the lid won't open......is there a pressurized system I need to bleed first or is it just stuck from winter?, Is there a valve I need to open or close to do this?

They stick.  It's got things sticking up on top tall enough to use a stick for leverage?  I have to use a lever on mine every time.  You can lube the o-ring with some o-ring lube but it'll still stick.

The lid is on too tight. No pressure problems if pump is off.

ight wrap a rubber bunge around lid and rotate counter clockwise. This will improve your grip.
