How do I paint a wetsuit black made out of Neoprene?

You don't need to... Don't be so vain, simply the fact that you have one is good enough...Besides the more totally black a wet suit the HOTTER it will be.

There are some neoprene paints and rubber paints but from experience, most of these paints tend to peel.  Because the suit will move so often, the paint will never take properly.

Perhaps you could dye it?
