How do I place text on my desktop? over my wallpaper?

this has been frustrating me for a while, can you even do this?

I did that on my work PC for easy access to phone numbers an office extensions. I found it very simple to do by just using PowerPoint. Just make the PowerPoint sheet look exactly how you want your desktop to look then save as, change the file type to .jpg and then add it to your desktop like you would any other picture.
