How do I post a hot topic on deviantART.com?

Question

I searched throughout deviantART FAQ & Help, and I can't find anything about it. I need to learn how to post one because one of the clubs I'm a member of wants to let the whole deviantART community know that they are starting a contest. Also, if there are any requirements involving posting a Hot Topic, please let me know when you answer.
