How do I post a picture into a qeustion that isn't on a web page?

I wanted to show someone a picture of my dog and I couldn't figure out how to put it in the question.

In that case you must get a free account with a foto-service like Flickr which belongs to Yahoo. Upload your pic to that account and post the url in your question or answer.
