How do I promote a Horse Whisperer Summer Camp?

i know this man, he is a real horse whisperer and bull fighter, ranking 4th in the world. He has a farm (not in the US) and wants to open a Summer Camp for children. There, he'd teach them how real cowboys live and work, problem is, we don't know where to start.

Do we need permits, insurance, what else?

Having done absolutely nothing with my life I can only offer common sense advice. Rather than attempt to start his own summer camp from scratch, it would behoove your friend to learn the business from the ground up by getting hired at an established summer camp or dude ranch. I can't imagine how his cowboy skills translate into child care skills. At the very least he'd have to hire a lot of people who know what they're doing, especially a business manager to take care of the expenses, bonds, permits, etc. not to mention the intensive effort necessary to locate a parcel of land suitable and the expense of improving it to provide for children, and furthermore you'd need advertising, and couldn't expect to make a profit doing all this for years. You'll need capital and loans and some kind of draw and professionalism in all things.
