How do I properly drain a deck on the ground?

Water collects under our deck and doesn't drain well. Should I add more dirt to level it out and then gravel on top, or is there a better way?

use sand and level out gravel will help as well.

Find a nearby low zone, and create a swail or an underground drain pipe to drain the deck area into the low zone.
