You need a data cable and S/W for your specific cell phone model.  Use the S/W and cable to pull the files off the phone you want and then upload them to the web using your PC.

You can e-mail the picture to your computer.  Just send it as a picture message, and use your own e-mail address as the recipient.

If you don't even have picture messaging (and some people don't), then connect the phone via USB cable to your computer.  The computer will "see" the phone as a mass storage device.  Once it's connected, double-click on My Computer (on your desktop), then double-click on the icon that represents the phone.  You should be able to drag-and-drop the picture to your desktop.  DON'T move any other files, as your phone needs them to function!
