How do I put in a hose in the back of our patio?

I live in an apartment and they won't do this for us so I have to figure it out on my own...there is a water hook up thing that looks like its been painted over...its on the wall of our garage where a washing machine is hooked up so, Im thinking that is the water line?.....please help me with any info or websites I can learn to do this simple thing!
