  1. The same thing happened to us.  Due to all of the rain this spring the water table in our area was up and lifted the pool liner.  We had to call the pool company and they came and put a hose behind the liner and drained the water from under the liner into the pool.  When this was complete the liner went back into place.  It took a couple of days for the whole process.  The cost was about $750 but this included the chemicals for opening the pool.  The only bad thing was there was a lot of sand in the pool and it took several days of vacuuming to get it out.  Good luck!

  2. The other answer is correct when assuming that is is most likely water that has made your liner "bubble".  The liner has a bead on it that fits into a track on the underside of your coping.  The problems will occur if your liner is old and stiff from sunlight and age therefore making it brittle.  Once they lose their flexibility your in serious trouble and will have to replace with a new one.  Whatever you do, do not go with a stock liner when you buy a new one.  Your pool will need to be completely measured for it to fit properly.  The liner needs to be installed in 70+ temp.  It will stretch in the sun light.  Liner prices are tied to a barrel of oil so they do keep going up.  Good luck.
