How do I register a 21 ft speed boat without paperwork in california?

The boat has not been registered since 1992. I am getting it for free. I want to be able to take it out on the water.

If the person giving it to you is the registered owner, they have to give you a bill of sale, indicating it's free, AND they have to request a duplicate title that they have to sign over to you.   If they don't own the boat, there is a process to claim it as abandoned.    But, it takes a long time to get done.   Good Luck!!

Don't know about CA, but in WA this is a Pain In The A**. Made the mistake of putting a 3hp outboard on a 15 year old canoe (I was the original owner), needed to register it now that it was powered. Thought it would be an easy process of giving them the hull number and $40. Oh no. Whole process took 6 freaking months.

take the serial number off the Stearn of the boat (you may need to make a tracing of these numbers) take to dmv.
