How do I remove a towel rack "holders" from the wall?

They are screwed in and were painted several times. I cannot budge the screws loose.

Under all that paint on the side of the bracket there is probably a tiny little s***w that takes a small allen wrench to loosen.  Once loose, score the paint around the bracket with a utility knife so you won't rip the drywall when you pull off the bracket.
