We are going to need more details.  Does it appear as soon as you power on?  As the desktop?  Why you try to run a certain program?

Well... If its a virus you can boot in safe mode (Disabling start-up processes) and virus scan

If its just an annoying start up-process kinda' thing you might be able to turn it off with msconfig (type msconfig in, in the run window)

It sounds pretty odd - Google/Yahoo the process name and you might get return that explains how to deal with it - "joke-bluescreen.c remove" or something

OK - I'm taking it this is the screensaver that emulates a blue screen right?

To remove it your going to need to find where it's installed. Delete any setup files or anything with blue screen c. On it.

Or you could try the uninstall program from the add-or-remove programs screen. If nothing works then try changing the screen saver to a different one.
